The Bath County Service Authority provides water and wastewater to residents in Bath County. The Authority was created in 1975 by the Bath County Board of Supervisors and consists of one member for each county district appointed by the Board of Supervisors.
The Authority provides water service to residents of Millboro, Bacova, Chimney Run, West Warm Springs, Warm Springs to Mitchelltown along Route 220, Hot Springs, Thomastown, Pinehurst Heights, Crowdertown, Cedar Creek and Carloover areas, through a series of gravity and force main distribution water lines. The Authority has two springs, four wells and water purchase agreements with Millboro and Hot Springs water companies.
Wastewater services are provided to the residents of Mitchelltown, Hot Springs, Ashwood, Thomastown, Pinehursts Heights, Crowdertown, Bacova Junction and Millboro. The Authority operates two wastewater treatment plants and eight pump stations.

The Bath County Board of Zoning Appeals (BZA) consists of five circuit court appointed members who hear and decide appeals made by citizens for the determination of land use. The BZA considers requests for conditional use permits and reviews requests for variances.

The Bath County Economic Development Authority is comprised of seven members appointed by the Board of Supervisors. It meets on a monthly basis to consider economic development matters. The Authority is prepared to assist financially stable and qualified businesses and industries to expand or locate in the County. The County is interested in low-impact, environmentally sensitive industries that want to relocate or are seeking a new location in Virginia. The County offers an environmental friendly community to families and industry and is a unique locality with a great tax base and social amenities.

The Planning Commission is appointed by the Board of Supervisors and is comprised of a respresentative from each magisterical district. This group is responsible for formulating and making recommendation to the Board of Supervisors in the areas of Land Use Regulations, the County Comprehensive Plan and the Capital Improvement Plan. The Commission hears and recommends action on application for rezoning, conditional use permits and variances.

The Bath County Building Code Board of Appeals is comprised of five members appointed by the Board of Supervisors. The local Building Code Board of Appeals is established under the State Code (Title 36, Chapter 6, Sec. 36-97 et seq.), to rule on disagreements between the local enforcers of the Virginia Uniform Statewide Building code and those persons being regulated under the code. The Board of Appeals is established to provide a means of having a decision of a Building Official reviewed by an independent body to assure that the applicable code is being properly enforced.
